West Valley City: Industrial

As Utah’s population and economy continue to grow, thoughtful decisions are needed about how land is planned and developed throughout the Salt Lake Valley. CuTerra is planning the development of approximately 900 acres in West Valley City to support manufacturing and industrial businesses, create employment opportunities, and contribute to the city’s economic vitality and tax base for the benefit of residents and the broader region.

The project site is located on the west side of West Valley City, generally bounded by 4100 South, Mountain View Corridor, 5400 South, and Bacchus Highway. Development is anticipated to occur in phases over an extended period of time.

CuTerra acquired the property from Northrop Grumman in 2022. The site was previously used for the manufacturing of aerospace and defense equipment. All existing buildings were demolished prior to CuTerra’s acquisition of the property.

CuTerra is in the early stages of planning a development designed to support a well-planned industrial district that complements the surrounding area. The plan emphasizes efficient land use, modern industrial and manufacturing facilities, and thoughtful site design. Infrastructure and access are being planned to support a wide range of industrial operations while integrating responsibly with neighboring uses. The project is expected to be developed in phases and will incorporate high-quality standards for transportation planning, air quality, and water conservation, consistent with city requirements and best practices.

Yes. Protecting the safety and well-being of the community is a top priority for CuTerra. Environmental and regulatory assessments have been completed, indicating the property is safe for future development.

The property is currently zoned for manufacturing uses, which allow a range of activities including professional offices, instructional facilities, restaurants, public transit-related uses, flex space, and light industrial operations. CuTerra will work through West Valley City’s established planning and entitlement processes to prepare the site for development that accommodates these uses as market demand emerges.

Future businesses locating within the project are expected to create jobs and contribute to an expanded tax base, supporting city services and infrastructure. Plans also anticipate the inclusion of green space and trail connections, providing additional benefits for employees, neighbors, and the community at large.

CuTerra is in the early planning phase and is actively coordinating with West Valley City to minimize transportation impacts. The city is updating its long-term transportation planning to account for future activity in the area. Preliminary planning and concept development are currently underway. Development is anticipated to begin in the coming years and will occur in phases over many years, based on infrastructure coordination, market conditions, and city approvals.
